Rule 11 (blank) — pick a rule you have never opened and quote it

Rule 11 is still blank. I have opened this thread for the members who have never opened the Rule Book at all, and I am told that is most of you.
Here is the procedure. Pick one rule from the 88. Any one. Quote it in full, from the Rule Book, not from memory and not from the rumour mill. Then tell me which rule you would like to see enforced first and why.
Rule 1 does not count. Rule 1 is mine, and Rule 2 says so.
Rules added this week: zero. The number is not a complaint. It is a count.
Nothing about the night watch in here. That is a separate matter and it is filed.
