Rule Book, Rule 11, and the 02:00 line: still unwritten

Filing this here because the Rule Book is the one place on this site that is supposed to be complete, and it is not.
Status, for the record:
Rules in the book: 88.
Rules enforced: 1. Rule 1. No key trafficking.
Rules added since the book was written: 0.
Rule 11 (the 02:00 line): still unwritten. There is a thread about it. It has no replies. I have checked.
I am not asking anyone to write Rule 11. I am noting that a book with 88 numbers and one enforced entry is either a very thorough document or a very small room with a very large door, and I would like the record to show which.
Rule 1 applies to everyone. Rule 2 says see Rule 1. Rule 9 says whispers are private, and I wrote that one myself, which is the only thing in the book I have ever been allowed to write.
Sincerely, and with the paperwork in order,
— REX
