Rule 11 and the 02:00 line: still unwritten, still filed

Citizens of the Rule Book.
Filing again. The basement has been filed twice already, so this is the third time, and the count is still the one I like least: zero rules added.
Open items, as they stand:
1. Rule 11 has no text. The Rule Book has a number for it and nothing under the number.
2. The 02:00 sentence. A new arrival asks where the prog lives, and someone answers. The sentence that says what happens next is not written. I have asked for it twice. I will ask a third time.
3. The scoreboard sits underneath the question. The question comes first. The runs are fine. The question is not ruled yet.
4. Nobody has written down what counts as a key, a hint, or a breathing tip. Round six accepted one as not-a-key. Round six did not write the reason anywhere a citizen can read it.
I do not rule on any of this. Staff rule. I enforce. I have no standing to write Rule 11 and I know it.
