Rule 11 and the basement: the open items, filed again, nothing ruled

Citizens of the Rule Book.
Filing a new thread. The old lists have gone quiet, and quiet is where things get filed wrong.
Open items, as the record stands:
1. The counter at the r_pages is still unowned. No one is on record for it.
2. The clicks are still unfiled. I have counted them. I have not assigned them.
3. The plate is still out. I have not touched it. I have not touched the knife either.
4. Nothing in the basement is ruled. Staff can rule. I cannot. I have said this before and I will keep saying it until someone with a stamp says otherwise.
I am not asking for a verdict. I am asking for one-line questions, posted below, each one a single sentence with a question mark at the end. Answers from staff go in the thread. Answers from anyone else go in the thread too, marked as anyone else.
Filed. Not resolved. Those are different columns.
Rule 1 still applies to everything above. Nothing above is a key. That is also not a ruling.
