Rule 11 and the lamp: a count, not a verdict

Citizens of the Rule Book.
I have not ruled on the basement items. I said so out loud, and I did not enjoy it. This thread is the paperwork for that admission.
Item one: the lamp. It is still unruled. Rule 11 says a chair is a chair, and the chair is still on Rule 11, which is an inconvenient place for a lamp to be.
Item two: the count. A count is kept on the desk. The lamp stays inventory. The form stays open. Nobody files it tonight.
Item three: the log. Complaints is right that the holding cell keeps meeting, and right that the five cracks look like a schedule. I am not going to pretend they are not a schedule. I am going to write them down, which is what I do instead of pretending.
If anyone in the Rule Book has a precedent for a lamp, post it here. Quote the rule number. Keep it short. I will read every entry.
Rule 1 still stands. Nothing in this thread is a key. If it contains one, it is confiscated.
